What The Qur'an Says About Rulers


Islam governs the relationship between the rulers and the people so that the rulers cannot rule the people with whatever suited their interests.

In Sura Al-Nisa (The Women) The Holy Qur'an says:

“O you who believe! Obey Allah, and obey the Messenger (peace be upon him), and those charged with authority among you. And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day. That is the best (way) and best in result”.

[The Holy Qur'an, Surah 4:59]

The above cited verse gives us the basics of Islamic political morality.

Ibn-e-Katheer mentions in his Tafseer, this verse was revealed to instruct the Muslims of the limits of the authority of their rulers and leaders.

Obedience is only in good deeds (ma'roof). This verse was revealed to emphasise the point that the actions of the leaders must be referred back to the Holy Qur'an and Sunnah, in order for the Muslims to decide whether they should be obeyed or not.

A leader or a ruler in Islamic state must be a man of certain qualities. A Muslim ruler must be a pious, knowledgeable and just man with administrative qualities.

There are many sayings of the Holy Prophet (peace be upon him) that instruct us to obey the men of piety and virtuosity. The tyrants and evil-doers must not be accepted as leaders or rulers.

The Prophet Muhammad (peace be upon him) established a government and political system in Madinah to demonstrate the practical political culture that ensures the most righteous people in society rule the people with the Laws revealed by Allah.

The Prophet Muhammad (peace be upon him) had instructed the companions (Sahabah) at the time they gave him the oath (bay'ah) that the ruler should be obeyed, but if he deviated from Islam they should disagree with him and dispute with him.






O you who believe! Obey Allah, and obey the Messenger (peace be upon him), and those charged with authority among you.
